When Kentucky State Police troopers arrived at the marina to respond to Conley’s report, they immediately noticed signs of impairment. According to police reports, Conley smelled strongly of alcohol, had glassy, bloodshot eyes, and admitted to drinking earlier that day.

A subsequent Intoxilyzer test revealed Conley’s blood alcohol concentration (BAC) was 0.135%—well above Kentucky’s legal limit for operating a watercraft.

Conley was promptly arrested that evening and booked into the Carter County Detention Center on charges of operating a boat while under the influence (BUI). He was later released on his own recognizance and is scheduled to appear in court for his arraignment on July 22.

Following the report of Kinney’s disappearance, the Kentucky Department of Fish and Wildlife Resources spearheaded a massive, high-tech search operation. Under the direction of Lt. Chris Mulholland, search teams deployed:
